CTD Entering Frozen Hearth

Whenever I enter Frozen Hearth in Winterhold, I'm getting a CTD during the loading screen transition.  It's happening on this cell and this cell alone.  Even coc winterholdfrozenhearthcellar works fine and NPCs seem to path down there (though the quest NPC for Hard Answers, Enthir, doesn't path there, even though the wiki mentions that he goes down there (full 24h cycle). \

I haven't got any useful logs, have looked at the location in SSEDIT and nothing pops out as problematic, except that the location references Dragur in the base game.

I have no idea where to go from here aside from ripping mods out of the game left and right; which is so far from worthwhile.

I disabled Deviously Cursed Loot and suddenly everything works?
