All loading screens are blank

Hi.

 

I have a weird issue in the game, whenever I fast travel or go inside/outside buildings the loading screens are completely blank, without the 3D model and tip on the bottom left. It looks like this. I can only see proper loading screens when I'm loading a save game. The game works fine otherwise, there's no infinitely long loading or anything.

 

The only mods I have which alter loading screens are Load Screen Art, which adds ones and removes their conditions, and some gun mods. When only these mods are active, all loading screens work fine. Here is my mod list if it's relevant.

 

I attempted to find which mod is causing it by disabling them a few at a time, launching a new save by typing "coc diamondcityext" in the main menu console and entering Diamond City through the main entrance to see if I get a normal loading screen. I found that Z_Horizon_Loot_Respawn and Ketaros_Magazines are the only 2 mods that disable Diamond City loading screens. Without them active they work fine, with them active they always don't. The only things that these mods do is modify the cells inside Diamond City and move/place objects in it. This is also true for other locations that have their cells edited, it makes the loading screens for them become blank.

 

Is there a way to fix this and make it so that a proper loading screen appears all the time?
