All NPC Vanilla Animations Slowed Down

I recently got a new computer and re-downloaded several mods that I had on my old one, as well as some new ones. Problem is, something has caused all vanilla animations, including speaking and walking, seem to have their speed halved. I don't know what caused this, but her is my load order
