Added a penis, now always pants?

I'm a little stuck with this one. I decided I wanted Morgyn Ember to be more manly so I edited him in CAS and changed penis to yes. I guess I've never done that before. That's the only thing I changed and I immediately went into the body selector and picked his parts, same parts my main sim is using. Afterward he always wears a particular set of pants instead of being nude. Which is addressed in the Outfit Issues section, but the fix there didn't change anything. He also wears these pants instead of shorts on any outfit that has them. Basically any time his legs would show, he wears these pants. I added him to my household to see if that would let me change anything but it didn't. 

 

At first it was a pair of cc pants but after I deleted them the game replaced them with another EA pair. Now the pants replace his outfits that were full outfits. When I go to edit him in CAS, it shows all his outfits normally, but then when I exit back to game he's still wearing the stupid pants. I entered the commands to clean my save and no change. He's just never-nude now. Any ideas how to fix this?

I forgot the last step which was to remove the mod and relaunch the game. Now he's wearing yellow pants... I popped into CAS and back to see if that changed anything and then four of his outfits were a clown suit!! I'm so confused.
