Replace sweep animation with smoking

I would like to replace the broom sweeping animation with the cigarette smoking animation, because lets be honest, that moron of a npc can sweep that area for another 200+ years and the crap is still going to be there unless you pick it up yourself.

 

It doesn't seem to be as simple as just renaming one animation for another, so I'm wondering if someone who plays around with animations has already done this, or is willing to try.
