Could someone create/convert

Was wondering if someone could convert or create an armor similar to this for Fallout 4. The author does not respond to messages and has been inactive for a while. 

I have spoken to another modder about doing an HDT SMP version for SSE, hence why I know the original author is MIA.

Would be really awesome if someone could do something like this
