I don't use HDT so I can't help you there, but I'm familiar with CBPC.

Installing a skse plugin with MO2 is easy, most of them just go into the "...\Data\SKSE" folder so the usual install procedure applies. CBPC is one of these mods, you just need to complete the process through the installer and you should have all the required files under "...\Mod Organizer 2\mods\CBP Physics with Collisions\SKSE\Plugins". All you need to do is select the proper version, the installer contains files for several Skyrim and SKSE versions, with support for Skyrim VR. So MO2 is detecting the files, the install path was corect, but if you installed any version different than yours, the plugin won't work, which seems to be your case. So I'd recommend you to delete your installed version of CBPC (on the left panel) and try to install it again, make sure you select the ones according to your game (Skyrim 1.5.80 ; SKSE 2.0.16).

MO2 may not load plugins due to virtualization problems. Try putting those plugins in your root Skyrim folder and try running the game. They should load then.

Yup that was it, I thought I selected my correct SKSE version for CBPC, turns out I was wrong.
