Differences in Autonomy?

Hello! 

I have a question about autonomy regarding Wicked Whims. Are there different levels of autonomy for each sim?

I'm asking this because I have some sims that I can't keep off of each other and some that have sex occasionally but other sims that will flirt and be romantic autonomously but never have sex. I've been playing around with the settings and traits (even changing autonomy values and global intensity), but nothing has worked. Some sims juts don't proposition for sex anymore even when in sex clubs, so I have to do it manually. Is there anything I can do so that they all have the same autonomy no matter what?
