Blender NSFW Rigging Help

So for some reason this info is near impossible to find, but I'm looking for help with making some NSFW capable rigs. So far I am having trouble with bulges (Stomach and throat), and there seems to be no info on this. While I might be able to work something out with shape keys, I would like a more dynamic system that can also let bulges "slide" up and down the area. Any help would be greatly appreciated.
