Particle effect for glowing eyes

I am considering making my character's eye glow through magic/spell effect (not eyes in racemenu), Similar to Draugr eye effect ( player.addspell 000f71d1), except that the glow/lightsource should be floating right in front of one eye, not inside

 

Any help would be appreciated!
