cpu clock breaking skill menu

Hi guys, been having this weird thing going on with my game where if i overclock my cpu to 4.7Ghz when i open my skill menu i'll get this black screen, if i try to exit that menu it goes back to the game and plays the sound effect you would get opening it. if i try open it repeatedly every now and then it opens normally. if i set my cpu clock to auto the issues goes away completely  but reduces it's clock down to 4.3Ghz. I've only noticed this happening after i got my new 144Hz monitors and got the fix to limit skyrim's frame rate to 60 fps. Anyone know a way to fix this?

 

cpu: i7 8700K

mobo: assus ROG strix Z-370-E gaming(BIOS V.2001)

gpu: nvidia RTX 2070

I think something in enblocal.ini is not right for your new setup, assuming you use enb.

I'm not running any enb though
