Some NPCs don't have voices.

Specifically Trashcan Carla and Mama Murphy. The subtitles still appear and they move fine, but their mouths won't move and they don't have a voice. I also can't click to skip the dialogue. I used the console command to see what mod is making changes, but it just show Fallout.esm. I disabled my mods and the problem persists. Is anyone familiar with this?

I'm bumping this, due to having the same problem. Sturgis and Jun still have their dialogue but Preston, Mama Murphey and Marcy all do not have voices or lip-syncing going on.

Already reverted my .ini file to default.

Currently attempting to switch game languages as see if that fixes the problem.

I see you have start me up, it's known to cause some issues, what I recommend is the redux version of StartMeUp, maybe that will fix some issues you have, maybe that will also fix the no voices issue. (Link to the StartMeUp Redux: https://www.nexusmods.com/fallout4/mods/56984)
