Strange Crashes

So I've been having this issue where whenever I try to enter whiterun, solitude, or windhelm, the game freezes on the loading screen, just when its about to re-enter gameplay, and then crashes, I've tried all of the other major cities and that seems to be the only ones I have an issue with. I have a hunch this has something to do with devious devices because the only other similar issue was when an npc attempted to restrain me and the game crashed in a very similar way. Any ideas? Any help would be appreciated. Here's my load order:

well you may have orphaned scripts and might need to use a save game cleaner or maybe a texture compressor like ordenador

I'm thinking this because those 3 are the most populated cities will make the most demand on your system
