Sim boyfriend won't have sex

I think this is an error on my end, but I don't know where. My sims boyfriend won't have sex with her anymore. The relationship for friends and lovers is very high. She and he are often in a flirty mood, but when she asks for sex he always refuses!! 

I have the latest version of Wicked and the settings are set for relationship quality to matter. I turned always accept off because I wanted to add some realism. The probability for sex is also set to high. 

Why does he always say no? Is this something I've done or some kind of glitch?

Is your sim stressed at all, or tired, etc? Have you tried going to another lot then returning and trying again? Any kids in the room?

Does either of your sims have any reward traits that are related (i.e Sim won't have sex without protection -- you should see a pop-up dialog for this)?
