The redness around the eyes makes me think of Pure Skin https://www.nexusmods.com/skyrim/mods/73853/ , otherwise, it could be Fair Skin https://www.nexusmods.com/skyrim/mods/51602/, as it is pretty popular among screenshot takers, I noticed.

About WHO the elf might be, I found her here https://x-box.tistory.com/category/Work (WAY down the page) and here https://www.ilbe.com/2996378909 , she also reminds me a bit about one of Yuih's elven characters, but he/she is not releasing anything more to the public.
