Getting townies to have sex/be nude in public?

Hey, ( sorry if I've posted this in the wrong section? )

But I'm trying to create a lot in my game thats basically like a nudity/sex lounge, and I'd like for all (or at least a lot) the patrons of the lounge to change into nude when they enter. But I don't want to have my settings so that sims are fucking constantly in other public locations, just specifically on this lot.  I set "Hypersexual" and "Nudist" as the lot traits and also used the nudity/sex allowed signs, but when testing the lot, there were a lot of sims on the lot, and the only nudity/sex was a single sim masturbating, but nobody else was naked or doing anything. Also, other sims seemed to be reacting to my sim and the one other sim who were naked, but if it's on a nudist lot, shouldn't the reactions be disabled for that lot? Or, is it maybe because I've used both the lot traits and the signs?

 

So I'm not exactly sure what I'm asking, but I guess, is this possible to do and if so what settings for WW  or any other additional mods would be able to let me create a lot like this? Thanks for any suggestions ^_^
