cannot open SkyrimSE.exe Common Language Runtime Debugging Service

I've been unable to open my SkyrimSE. I was okay back in March I believe to try out SkyrimTogether, then stopped. Recently went back to Classic, had a CTD and wanted to go back to SE. That's when I encountered this... error? I have no idea what it is. I've tried googling it but it seems to be more of a general problem than a Skyrim specific one. I have already tried reinstalling SE, but the problem is still there. 

 

So what does it mean? What the hell is this. It's the first time I've encountered it and I have no idea how to fix this.

Looks like an error for a shared DLL of Windows.

 

When you reinstalled it, have you removed all its executable files before reinstalling?

if not, uninstall the game, clean up its directory (maybe you want to keep the mods if they are in the Data directory), restart the PC and reinstall again.
