what to do when skyrim won't fix its core files

so my Skyrim broke from a mod I put on (its taken off now) and I went to go and tell the steam to verify the core files and it said that one did not respond and it would be reaquired.. like got new or fixing the one that is there. but i have waited for a hour and nothing ever happened, I tried doing it again and got the same thing. what do i do? 
Info i use vortex and told it to uninstall everything other then FNIS but i still see a lot of the files that shouldn't be there if it was uninstalled, like bodyslide.
