2 annoying bugs

i could use some input on 2 bus i have in my game:

 

1. I can build a restaurant in a custom mod added settlement at the beginning. a few hours later the, after i build several strucktures the option is gone. 

    same on bramin troughs

 

2. after about 2 days playtime vanilla merchants such as myrna or dasy dont sell the wanilla items any more (does not apply to deb).
