Non-zoom scopes?

Is there a mod which avoids zooming in completely on scoped weapons when aiming? To avoid going in 1st person when playing in third person? If it exists, are there options to still go in "sniper scope" mode via a toggle?

Try MGS aiming.  I'm not entirely sure this is what you are looking for but it appears to be.
