Hello i want to create my own city from zero 

Did you guys have an idea how can i add house, place them, etc ?

And others mods for help me in my construction.

You need the CK.

Then you need to find the area where you wanna build it.

You need at least one exterior cell, probably more if you want a mid size city.

 

All objects you need are Statics and Movable Statics.

A lot of standard ones are available in Skyrim. Some are in Dawnguard and Dragonborn and HeartFire.

 

Recommendation: Start small, watch some Youtube tutorials.
