HDT booby physics only works on player nude body

[derpHerpDerpHerp]

As title suggests, I am having issues getting my NPCs' nude body jiggle.

Right now regardless of NPC/PC, if they wear the replaced cloth they jiggle.

Naked PC WILL jiggle.

Naked NPC WILL NOT jiggle.

Why is this the case?
