[REQUEST] A proper SE conversion for/recreation of Equipment Restriction

I'm talking about a modified version of TDF Equipment Restriction, which can be found here.

 

I tried converting it already. Simply converting the .esp to form 44 doesn't cut it, as that resulted in CTD on startup. I extracted the .bsa then, which had a "scripts" folder, and copied it back into the mods folder. Now the mod showed up in game and could even be configured, but its main feature (automatically unequipping a weapon/armor/spell you don't have the required skill for (it recognizes weapons, spells and armor through the keyword system) did not work, and for some reason, the pop-up messages (which despite not unequipping the weapon/armor still showed up) were in Spanish.

 

Since this is the end of my modding abilities, I'd like to ask someone here who has the time and knowledge, to please create a proper conversion of this mod. This is one of those game-changing hidden gems for me that never leave my load order, and without which progressing doesn't feel rewarding.

 

Alternatively, if you can't decipher the code or if it is otherwise non-applicable on SE, a recreation of this mods functionalities would, of course, also suffice.
