How do you register at Navercafe?

I went to this page http://cafe.naver.com/elderscrolls7/# and clicked the link that says "join café" according to foxlingo, then I get a dropdown box with something in korean that isn't translated and when I click that link I come to a login page. Kinda hard to login when you don't have an account. Can someone please tell me what I should click to make an account?

I don't know haven't joined. but I am going to go try. If you use google chrome and download a plugin for it that translates webpages to English it might make it easier. I've been checking some of the Russian sites and although it's not perfect the translator tool helped out greatly.
