Free fall armor not working after some time.

When I first got those leg armors, it works. After lvl playing a long while, maybe 10 to 20 lvl apart, I would get fall damage even while wearing it. I even try getting a skeleton armor mod that has better percentage upgrade, still the same. Sometimes I would get fall damage even when wearing power armor but not all the time like freefall leg armor. Companion wearing power armor also would be down after a fall.
