Companion won't climb stairs

I've got Curie staying at Home Plate but she won't climb the stairs at all. She'll walk up to it, pause, and then turn around and walk away. I'm using Rebuilt Home Plate but I don't know if that's causing the issue. It could be Transfer Settlements, or Workshop Plus, or something else. Here's my load order for clarification:

It's not a load order issue. If you use Transfer Settlements, you have to wait roughly 3-7 days for the navmeshing to properly load. You also have to wait outside of the cell it's loading in so it will refresh when you return.  It's purely a navmesh issue and it could be caused by the rebuilt homeplate, but more sounds like if you use a settlement blueprint the navmeshes from that isn't settling right.

Well I had a companion stay there after at least a month and a half after I imported the blueprint though. So maybe it's an issue with Rebuilt Home Plate then.

Very well possibly could be, by how you initially spoke of it, it seemed like a navmesh issue.
