Tried reinstalling DirectX Runtime and Visual C++.

 

Windows 10 64-bit

Backup your mods and then verify files integrity with steam.

Then reinstall SKSE64 if you were using it, and then reinstall the mods.

It is a clean installation, I've also removed the enb there.

I had similar problem with other game, go to SkyrimSE redist folder and see what VC++ version is used (VC++ 2010/2012/2015), then go to control panel, add/remove programs and remove this version (x86 and x64), restart computer, and install VC++ package from SkyrimSE redist folder

Sadly, reinstalling Visual C++ did not work.
