Cell Reset Bug? -Solved

I cleaned up Sanctuary, built a few buildings, went out adventuring and when I returned some of the houses I scrapped, along with debris and bushes and grass were back.  I can't walk through them but I also can't target them for scrapping.  I thought the cell reset bug had been fixed.  How do I fix this?  Any help would be appreciated.  Thanks.
