in-game level list adder

so when I used to play Skyrim I had a mod that allowed you to somewhat add items to a list. all it did was equip the enemy with underwear from a selected list of armors i added in game through spells and menus. so can we not get something like this in general. allow us to select what factions get it, its chance of spawn, and blah blah blah. it be nice due to the fact so many mods just add like one armor in that you want to find on people. so mods like this can be found more naturally. i know there is a way to use script-based injectors to the leveled list.
