Odd Feet / High Heels Stretching Glitch - Skyrim SE

Hi, looking for a little help. 

 

I've begun switching over to SE and have an odd bug with my characters feet when idling. My characters feet (and thus heels) stretch and compress as she moves.

I've tried:

 

1. reinstalling FNIS (and regenerating), body, skeleton, hdt hh, racemenuHH, and swapping HDT and TBBP physics

2. It happens on all high heels

3. It happens on all idle animations ive tried and I believe it happens during running animations.

4. I've tried setting all Racemenu Sliders to zero, have not tried a different slider preset yet

 

Any help would be greatly appreciated, Thanks!

update: video actually visible now. Modder in Outfit Studio said it was most likely a bone weight issue.
