How to make a glowing eye mod

I'm not sure if someone have already made it, is there a way to let the light glow in front of one eye? I found one on nexus, it seems like a texture or saturation adjustment that makes it brighter in the dark, which is not what im looking for. The light should be visible during the day.

Should be a spell effect, i haven't modded spells before so i have no idea where to start with
