Liberty Prime Settlement Guard

Hi gang,

 

I found a mod in my collection called Liberty Prime Settlement Guard.  The zip is labeled Prime Guard. The actual file is named Prime settler. The file date is 04/08/2016.

I've been trying to find out how the mod actually works and how it activates in-game. I gave failed my google roll. Does anyone know this mod?
