Character specular highlight not updating correctly

On the PC version of Skyrim special edition I'm having an issue with the specular highlights on any versions of the skin tint shader. This is on a fresh, clean install, with nothing in my load order. Depending on the angle of the character the hot white specular highlight can disappear entirely or jump to the opposite side of the mesh. I've attached 2 images demonstrating the issue. Both images are taken are of the character facing one direction and then being turned around to face the other direction with no other changes in the environment or significant changes in time. To reproduce: In a strongly lit area load a default argonian character Have the camera facing the camera Note the location of the white highlight Step the character forward, turning them around so they face away from the camera Note the location of the white highlight Is there a fix for this? Is this something that is only occurring on my end? This seems to occur on meshes that are using the skin tint shader. It is less evident on the more human meshes on because their specular values are lower. When the spec map is replaced with a solid white the error performs the same. The error is not present on armor meshes that use a different shader and tangent space normal maps. Any help is appreciated. Thanks for reading this far.
