I downloaded and installed the requirements and so far the settlement is developing nicely. I thought it was time to find a prostitute and send her there. the first one I found was naked and there was no sound when I spoke to her. i thought it might be a localised issue so I looked for more. every one I found was naked and silent. i have this installed as required. https://www.nexusmods.com/fallout4/mods/22074, what could be wrong I wonder? here is my load order. LoadOrder_Fallout4_2018-07-24T09-51-53.txt I fixed it myself by downloading and installing the main HoTc mod and then reinstalling the settlers edition. everything works now. the hookers are clothed and I can interact with them.
