Editing leveled lists

So, i am trying to force all imperial soldiers to wear heavy armor.....Can anyone explain me which is the fastest and easiest way to do it? I am guessing that would be editing the leveled lists, but i have 0 knowledge on how to do it

I managed to do it without editing leveled lists. I just edited all ''lightarmor'' outfits to use heavy armor pieces instead. Much easier solution, i think..
