Followers only equipping either top or bottom pieces of armor

I have bikini armors installed and somehow all followers will only wear either the top or the bottom and never both. This problem doesn't happen on my own character though. Does anyone know how to fix this issue?

If armor bottom is slot 52 it may conflict with sos, I think you can fix this in the mcm of sos. Otherwise it maybe some setting  with devious devices if you use that mod.
