You need to custom the wickedwhims settings :

Romance Age Restrictions can be removed to enable all romance interactions for teen Sims as well as romance interactions between teens and older Sims.

 

while in the game, select the option Wicked...> settings > relationships settings > Romance Age restrictions settings >

Enable( check mark) the "allow romance interactions for all ages ( from Teen to Elder)"  annnnnd done!
