Permanent Speech debuff, Please help.

My character has the debuff active that states "speech decreased by 80. Due to gagged mouth" or something like that . I think the problems is devious devices but it happened after an item was taken off by Shout like a virgin. Does anyone know of a mcm menue option or a console command to fix this. when I check my skills in the skills tab It does not show the debuff, but prices for items are still waaaaaay to low.
