making a All People outfit manager

has anybody figured out how to code an outfit changer that works for all the "people" of Skyrim??

 

i have seen various mods that do PART of the list but the ideal would have

 

1 a way to setup "outfits"   2 a Point and Shoot way to do the redressing  3 covers Neutral, Hostile, Allied adults and any children 4 overrides the default outfit

The unlocked version lets you change everyone's outfit as long as you can enter dialogue.  So, doesn't cover hostiles and I'm not sure if it covers children.  But, it's most of what you're asking for.

yes i know about that mod but 1 no hostiles 2 children have dialog hijack problems  if i could decouple the outfit change from Dialog controlled (a spell maybe??) that could work
