Have you already sorted it out?

You need LooksMenu. Character presets go in C:\Program Files (x86)\Steam\steamapps\common\Fallout 4\Data\F4SE\Plugins\F4EE\Presets.
Once you download and install a new FACE preset, check that it is actually in this folder before trying in game (never hurts to be sure).
Then, in game, you must open console. If you are playing on survival there are some mods that enable it again and it is as simple as a single edit, just search for it. NAC for example does this already.
So, open console then type

slm 14

obs: slm means showlooksmenu, and 14 is the ID of the player. You can edit any NPC by selecting the NPC and copying it's ID in the command. (actually to edit NPCs you must edit a base copy of it, but i'll leave it for another time).

After opening the character creation menu, select presets, then load a preset from the right panel. Done.

If you are talking about BODY preset, then it is with Bodyslide. You have to download Bodyslide, then the preset, and here things change if using Mod Organizer.
In NMM it is as simple as going to Data\Tools\Bodyslide, opening Bodyslide, then in the top-left options, the first option is Outfit, for the part that is being created, and the second is the preset you'll be using.

Select the preset you just installed, and build every outfit with it. You can select outfit, then click Build, or use the Batch in the lower left.

The Morph option in the left side of the Build button is to create .tri files that allows you to change the body in game for every character.

(When in Mod Organizer, in order to build the outfits to the Overwrite folder, you must change the game path to the Overwrite, else it won't build the outfits. You will not be able to see textures though).
