How to create a living environment

Im working on my flying isles mod and now that i want to place npc´s and give them behaviors, i need some help with it cause i never did that before My main questions are:

 

HOW DO I GIVE NPC´S A SPECIAL BEHAVIOR(walking to certain places doing animations and stuff) AND LET THEM "LIVE" IN MY CITY.

 

Help would be awesome =)
