[XCL][Utility] Pill Expiry Mod 0.17a

In the released game version 0.17a modded in pills do not expire - there is an issue with the ":: advance time" passage.

This mod changes that passage so that modded in pills will expire as they are meant to. It may be of use to modders - it will not be of use to anyone else. It should not affect game play in any way unless you are trying to mod in a pill.
