I will start this report with a memorialization of a memo I sent to Ops yesterday. The facilities in the Willow Creek base are unlivable. Sanitation is unacceptable. I think it is imperative that funds for repairs and upgrades are allocated immediately. If my posting requires my stay to extend past three months, and the proper repairs are not made in that time, I will request an additional per diem to cover the costs of a hotel stay, per S.M.R. 34(c)(7). I put all of this information into the aforesaid memo, and copy it here to make it part of the official case record.
Now, to the operation at hand: posting me here under the guise of investigating the murder at the Magnolia Hotel during the Summer Officers' Ball has worked splendidly. As I have interviewed locals, it is clear that my cover is accepted, and no one suspects an ulterior motive.
I have even been able to make contact with secondary target Joao Calles.
Although I get very little information from him. The best strategy remains to ingratiate myself with the women.
My cover story of investigating the death of the sex worker in Magnolia gathers special sympathy from them.
At this time, I must reference the previous report (2006-1396) from my colleague in Windenburg. Evidence was strongly laid out therein that the Ivanov organization is gearing up for some kind of war. Besides new players being added to the mix, Dmitry Ivanov himself is avoiding his known regular haunts, and even his own house, mostly holing up with his Jewish mistress.
I can state with 85-90% certainty that the Menendes organization is also preparing for conflict. First, some members have been travelling to Windenburg quietly, and making contact with known members of the Ivanov org. I believe they are try to pry, or even force, information out of them.
They have many tested methods available for doing this.
Second, there is an increase in communication between Pedro Menendes and known business contact Saed Ruhollah. I believe Ruhollah is also collecting information during his visits to relevant parties, usually prostitutes, and sharing it with Menendes.
Third, in Newcrest, as in Windenburg, new pieces are being added to the board. Within the past week, Menendes has brought in a certain type of muscle.
On the street, these guys are known as "pipe-hitters." This refers to their dependence on drugs, as well as their known affinity for violence. Traffic on local street corners and at local brothels has increased since their arrival.
Am currently working on firm ID. These men are clearly recognized in the underworld, but do not appear on any watchlists I've checked so far. Perhaps the experts at Simsley will have better luck with their pictures, which I am attaching to this memo.
Conclusion: the odds are very good that we are heading to a very violent conflict between these two criminal enterprises. We should be prepared to strongly react to whatever conflict breaks out and take down the important actors as quickly as possible.

Personal addendum:
Boss, this town sucks. It's almost impossible to find anything interesting to do. Not entirely, but almost. Best I found was a fellow health nut who was willing to discuss fitness and wellness techniques with me.
But I need more than that to stay stimulated.
So maybe I'm not in that much of a hurry, but once this case is over, please assign me to a posting somewhere more interesting? Sulani, maybe?
