How do i start my own modding?

I would like to try my hands on this modding ability, but where do i start?

what are the programs required for it?

and some beginner's guideline too

Modding is quite diverse term. It depends on what kind of mods are you planning to create

I started with these and reading modthesims's forums, the rest was practice, practice, practice and practice.

but as of now, i'm trying to do animation mods. Though some files online say "No longer available"
