The 'filter' you're referring to is a ReShade preset which can be found here - https://fuchsiateasims.tumblr.com/post/175448532752/beyond-the-veil-a-reshade-30-preset-for-ts4 :)

I use that preset for all my shots, it will work with the latest ReShade too.

If you want to go even further in detail as i do, open up any basic verson of photoshop. Open up the "liquify" tool under the filter tab and use the "forward warp tool" and gently drag the cursor circle inwards towards jagged edges that you see on the Sim body structure, gently remove them all so the arms, legs and curves are smooth and natural looking, i also drag real elbows into place. I recommend zooming in so you can see individual pixels.

 

I will do a seperate thread on this technique in the next week. I'm very OCD but it's how i get great images alongside reshade. My Liquify settings -
