What would be some main reasons for arousal staying at 0 all the time for NPCs?

It is just the NPCs and Creatures that constantly have 0 arousal, no matter if I'm naked around them or not. PC Arousal works fine. I have made sure OSLAroused is at the bottom and that nothing is overwriting in the installed mods. I'm using MO2.

No SL aroused installed, very simple

Oaroused runs on osex scenes only.

The SE section header is in the same font, in the same size and in the same colour as the LE section but having to read that extra one inch is apparently too much for most SE users. ?‍♂️
