How to compress and reduce the size of any texture ?

Trying to reduce 8K Vending machines and one 500+ MB CBBE dress to 1K and below.

You would have to change the texture files image size to a different one that is compatible with fallout 4 as that'll reduce their file size. I use to use paint-net to change image sizes and it's free to use and can save in many formats.

This is my first time doing something like this so i hope to find more detailed tutorials.

Use paint.net to open dds

Save back with BC7 (Linear, DX11+) and checked "Generate Mip Maps"

I don't know if this does what you want, I found it the other day and I couldn't remember where until just now.  I have not tried using it.

Octagon Textures Batch Tool It's in the SE section but the description says it works for F4 also.
