Some questions i have when talking to NPCs

Hi, everyone, it's my first time to mod------

So,it's possible to talk to NPCs looking their heads when i use the command 'setscale'>1 ?

It is possible to realize it through CK or Nifskope ?

Just like the picture i upload below-------

The purpose i want is no matter what the NPCs' scale is I could talk to them, whatever which their bodyparts I look at(Just like origin game shown)

So is there any way to make these thoughts come true? or using what kind of tools to do this?
