His "girlfriend" has been kidnapped by his evil landlord, Travel with him to Daimond City to save her and you will be able to recruit him after that.

you also gain access to Rafi's Apartment (a faithful re-creation from his apartment in the League, complete with working toilet-kitchen and load bearing chair wall).
