Advice on Texture loading issues

I've begun running into a consistent problem with my game. That is simply textures aren't loading or look incredibly low res. We're talking potato res as you can see. Now my PC isn't top of line expensive but it's no slouch either. From what I understand this is a vanilla bug even without mods. Been running Fallout 4 at ultra settings with a ENB and as far as I can tell I have the ENB setup properly. Below is my specs, enb settings, and load order. Please help!

Do you happen to have a lot of 4k replacers and/or using the high res texture pack?  This feels like a VRAM issue, the game is not having enough to render everything properly and so it scales down the textures it is rendering to keep performance running.  I've also seen some posts about ini tweaks which may help with upper limit VRAM settings.

I have had issues as you describe when my settings files were not set appropriate to my system, which is high end - and despite that I had issues - all settings on Ultra as well. I just assumed I could slide all the sliders over and all would be well.  The ENB and INI settings were capping and bottlenecking for me.

I was getting low fps, like 20-30 downtown Boston, dropping to as low as 15 with poor textures, stuttering, etc prior.  After making the tweaks, a solid and stable ENB capped 60fps pretty much everywhere, all the time - with lots of 4k replacers, and I do not use the High Res pack from Bethesda.

I was having a similar issue and what AWP3RATOR said was pretty much the same fix for me. My FPS was capped at 30 and changed some settings around to remove the cap, and it fixed the texture issue. Do you have FPS tracking enabled on Steam?

If you’re still having the issue, I would start with that and see if your FPS is capped at all. 

Also, if you have Windows 10, it caps FPS at 30 by default, and you can change it in your display settings. 

You can also look at your graphics card settings as well. The best thing I did was turn off power saving mode and set vsych to fast.

The reason why textures are lowres is because bethesda fucked up on fixing their texture loading  scheme it used to work correctly then later patches fucked it up again.

 

But still make sure your system is stable meaning try without overclocking configure your graphics card correctly also make sure you use up to date drivers.

...Speak of the devil - also had this bug happening, some time after writing my reply here. Could be coincidence, but perhaps backtracking my steps could be helpful.

 

 

I have 4GB VRAM and 32GB RAM, for Fallout 4 i always had a moderate memory setting in ENB. Something like 20GB +/- 4.

Now after installing a couple more hi-res texture packs, the insane loading times when leaving buildings and the now more frequent LOD model bug were annoying me.

 

Made a test what happens when i just enter my VRAM in ENB - 4096.

Loading times seemed faster and no LOD glitches for a while, but after a settlement attack i got a CTD just when the message "completed: defend XYZ" popped up.

 

Then changed my ENB mem size to the calculated max of [VRAM + RAM - 2]. I think it was 32768 to be safe, 32GB.

After a short while, i saw a settler's outfit and a US wall flag with blurry textures like the OP:

Honestly i haven't seen this for at least a year or more. Changed it back to 20480 which seems to be balanced like before. LOD glitches on the highway bridges still happen, probably gotta live with that.

 

Generally the culprit seem to be the HD texture packs (FlaconOil, NMC, Vivid). The more i got installed, the longer the loading times and the more often the LOD bugs happen. Example after adding NMC's and the 3rd part of FlaconOil, i started getting the LOD bug even at Thicket Excavations.

FYI this video was from 2015, when Fallout 4 ENB was just released. Tapiok clearly says there that his determined 3GB for the base game are without any custom texture replacers, not to mention the Ultra Hi-Res DLC which is 50+ GBs of bloat.

So if anyone is actually short on RAM, they might wanna consider measuring how much the game actually takes up.

 

I rather leave a lot of room for background stuff, also there seems no real benefit in adding too much beyond your actual VRAM since the swapping between RAM and VRAM just slows things down. Plus if you exceed whatever RAM ENB can allocate, it will start using the swap file which causes insane stutter.
